The National Foundation for Women Legislators (NFWL) and the National Rifle Association (NRA) are co-sponsoring the 13th annual nationwide Bill of Rights Essay Contest for college bound female high school juniors and seniors. This year's essay topic is "Freedom and Civic Virtues."
