Rachel Welch serves as the Senior Vice President, Policy and External Affairs for Charter Communications, America’s fasting growing TV, internet, and voice company. In this role, she leads the team responsible for developing Charter’s public policy positions and building external partnerships to further shared policy objectives.
Prior to joining Charter, Welch was Vice President of Government Affairs for Cox Enterprises, a leading communications, media and automotive services company. In this role, she developed and implemented Cox Enterprises’ federal policy strategy.
Previously, Welch was Senior Vice President, Government Relations for Time Warner Cable, which was the second largest U.S. cable company serving over 15 million subscribers. In this role, she oversaw Time Warner Cable’s policy initiatives and managed the Federal and State policy teams.
Welch has spent her career in the communications industry serving in both the public and private sectors. She served as Communications Counsel for the Senate Committee on Commerce, Science and Transportation and has extensive experience working with Congress and the Federal Communications Commission on communication issues. She also previously worked for Time Warner, Inc., Covington and Burling, AT&T and McCaw Cellular Communications.
Welch received her law degree from the University of Virginia School of Law and Bachelor of Arts degree, magna cum laude, from Wells College. Immediately after finishing law school, she was a Judicial Clerk on the Court of Federal Claims in Washington, D.C. The Women in Cable Telecommunications (WICT) organization has honored Rachel with its Woman to Watch and Touchstones of Leadership Communicator awards. She is also currently the Chairman of the Board of GlobalWIN, a nonprofit organization committed to advancing opportunities for women in innovation fields.
